There is no character or word cap stated anywhere on the page, and no cloning feature: every voice is a preset, so there is no option to upload or clone your own voice.

QuillBot's page also claims multiple languages and accents, though it does not publish an exact list or count anywhere. That combination, no sign-up, no fee, no stated limit, download included, makes QuillBot the most open free tier of the three, at the cost of variety: you get the presets it ships with, not a custom voice.

Canva's voiceover lives inside a video project

Canva's AI voice generator is the right pick when the output you actually want is a video, not a standalone audio file. It's built into Canva's video editor: you type or paste a script, pick a language and voice (sample voices on Canva's page include Lisa, Paul, Annie, and Dave), generate the track, then keep editing the video around it. The finished project exports as an MP4 or shares directly to social platforms.

What the vendors say about consent and cloning

None of this is legal advice, just what each vendor states in its own policies. ElevenLabs' use policy prohibits impersonating a real person "without consent or legal right," bars cloned voices used to harass or harm someone, and separately blocks cloning of celebrity and other high-risk voices; its Professional Voice Cloning tool requires technological identity verification before it will clone a voice at all.
